With strong presence in the Middle East for over a decade in various Regulatory and Compliance positions with Federal and Semi-Government organisations, Sunitha has a proven track record of her forte being Corporate Services, Compliance Services and Legislative Drafting. First-hand experience with establishing and operating Special Economic Zones, handling mergers and acquisitions, advisory services in corporate governance, implementing standard operating procedures and operational framework considering the evolving regulatory requirements for Public and Private sectors. She acts as of-counsel consultant for various projects and investments. She has held oces of the Registrar of Companies and Deputy Director Compliance with Government and Semi-Government organisations being responsible for Regulatory, Governance & Compliance matters.

Fabiano Prisco

PARTNER - INVESTMENT ADVISOR

Fabiano has an unrivalled knowledge of Investor Immigration Programs across the globe. With his law background and experience over a decade in Immigration Programs, he has obtained EU residency and passports for various nationality holders.

Fabiano assists and guides applicants and clients to acquire citizenship through investment to avail global reach and become global citizens.

Fabiano provides expert advisory services to entrepreneurs to set up their businesses in Europe, corporate structuring, real estate investments, immigration programs, visas and residency in Europe and Brazil.

Dr. Winand Staring

BUSINESS AMBASSADOR

As a former Dutch Ambassador and U.N. Diplomat, Dr. Staring’s connections are at the highest international level, including high- and top-level decision-makers from business Fortune 500, large companies, financial institutions, family oces, wealth managers, to embassies, entrepreneurs and philanthropists. With a deep knowledge of the Gulf countries, as a former World Bank consultant, Dutch Ambassador, UN diplomat, and Ambassador-at-Large in the MENA region for The Hague Institute for Global Justice, Dr. Staring facilitates & engages with local authorities, institutions, and communities.

Francoise Mouly

DIRECTOR - BUSINESS DEVELOPMENT

Francoise Mouly has joined TFLC as the Director – Business Development, bringing her extensive global network and expertise to open new doors and expand our firm’s reach worldwide. With her deep connections across multiple industries, Francoise will play a pivotal role in driving business growth and establishing strategic partnerships.

 Born in France, Francoise has lived in London, Geneva, Barcelona, Amsterdam, Doha, and now calls the UAE home. She began her career in London as a legal adviser specializing in Corporate Finance, later broadening her expertise with a postgraduate degree in Art History from Christie’s Contemporary. This led her to extend her legal advisory practice into the art world.

 In 2020, Francoise took a leading role in co-founding MENA Women in Law, a platform created to foster dialogue, build bridges, share knowledge, and encourage interdisciplinary collaboration among women in the legal profession across the Middle East and North Africa.

 Francoise’s vision is clear: “My focus is to leverage my experience and extensive worldwide network, where I am often described as a connector and facilitator, to bring stakeholders together in a collaborative effort that emphasizes relevance and values. Together, we aim to create a more inclusive and sustainable future.

Seamus (James) Creaton

DIRECTOR - CLAIMS

Seamus has joined our law firm as Director of Claims, where he will manage Contract Claims Management and lead a skilled and extensive team. With nearly 30 years of experience in the Irish, UK, and Middle Eastern markets, Séamus brings unmatched expertise in all aspects of construction, contract administration, claims, and dispute resolution.

A qualified Quantity Surveyor, Séamus also holds postgraduate qualifications in Contract Law and Arbitration. His extensive experience spans a wide range of sectors within the construction and infrastructure industries, including luxury hotel resorts, air and seaports, rail and metro projects, film studios, data centres, large-scale residential developments, and power generation facilities.

Seamus’s deep industry knowledge and leadership will ensure the effective management of complex claims and the successful resolution of disputes, further strengthening our firm’s capabilities in delivering top tier claims management services.

Anna Kokareva

PARTNER - GENERAL COUNSEL

Anna focuses her practice on domestic and cross-border mergers and acquisitions, international joint ventures and strategic alliances, investments and project finance. In addition to transactional matters, Anna has been advisory to the board of directors on corporate governance, employee benefit schemes and strategic matters, including anti-takeover preparation and defense. She assists high net worth individuals in estate planning, asset protection and succession matters. She is an expert advisor on strategic investment plans, banking options globally and provides advise on structuring and re-structuring of businesses which fits best in terms of tax planning and wealth management.

Surayya Akeel

MLRO & AML CFT CONSULTANT

Surayya brings over ten years of senior-level experience in AML-CTF compliance and inspections, serving as a Senior Anti Money Laundering Consultant and Head of Inspection within UAE’s free zones and corporate registries. Certified by ACAMS and holding the designation of Certified Global Sanctions Specialist (CGSS), she specializes in due diligence, screening, ongoing monitoring, and the development and implementation of inspection and enforcement regimes. Surayya is also adept at providing AML CFT trainings, audit, and advisory services. Her expertise makes her an invaluable asset to our law firm, ensuring robust compliance solutions for our clients.

DOCUMENT CONTROL MANAGER

Khurram Butt brings over 20 years of experience in document control and management across major infrastructure projects in the Middle East. Since joining The Firm Legal Consultants (TFLC), he has applied his expertise from working on large-scale construction projects, including Oil and Gas, sports stadiums, hotels, office and residential buildings, hospitals, educational institutions, data centers, cooling plants, energy/power plants, and logistics projects.

Khurram specializes in utilizing various EDMS systems such as Aconex, document collaboration software, document repository applications, and ERP software. His extensive knowledge spans across program/project documentation, data and records management, project dossier initiation and handover, asset management information and data administration, multi-discipline stage gate design reviews, and data control for design competitions and approvals.
